GTA IV Cost MS $75 Million

Sounds feasible, I think it was $50m just for the two DLC episodes (the only reason Rockstar made any money on them) so $25m to make it multi platform doesn't seem too unrealistic.

yeah but he did say he reckons that included the cost of the dlc which was supposedly 50 on it's own, leaving it at 25 for multi platform

Nah, exclusivity never actually means that the game is exclusive to one platform permanently, it tends to only be for a maximum of 6 months. If developers are smart they do a quick port like Rockstar did with the DLC to the other console and make more money easily.
