Would be interesting. Although it could be for just one person and yeah the guess would be Ambrose as he's been on the edge of the roster for ages.

Think it will be Ambrose who kicks it all off, he will start and then bring in guys from indy backgrounds, Rollins, kings of wrestling. They find it hard making a name for themselves and make an impact regardless of what they do as no one takes them seriously, Michael Cole is also on his anti indy rants.
So the group turns to Daniel Bryan, he joins the group briefly as their leader saying stuff like how he came from an indy background and main evented Mania and that people from indies should be shown respect. They start to make an impact but can't quite make the main event break through so try and enlist the services of Punk who at first refuses. However Johnny screws Punk out of the title which will be where Lesnar gets the title, at this point Punk is so furious with Johnny he joins the group in an attempt to bring about a revolution in the WWE to remove people like Johnny from the WWE and the McMahon's. Could lead to Punk Vs Triple H again at some stage.

To be honest I've waited a long time for Dean Ambrose to finally make it to the main roster so if it's him I won't be disappointed. As far as an Indie stable goes, I think it should happen at some point but Punk won't turn heel and I don't think WWE will portray Indie wrestling as good by making the group faces.
Therefore you'd have to go down the heel route and have Bryan as leader, Ambrose as a midcard title contender and mouthpiece and then Cessaro and Ohno as the tag team. Still not a bad looking stable though
