Is The Undertaker the greatest ever WWF/E wrestler to never need the World Title?

While he has had a fair share of World Titles (7) at no time have I ever felt he needed to be the Champon of the World to justify a big spot in the company, there have been plenty that didn't get the title and deserved it and it didn't hurt there characters, thats a different article though, does anyone else feel that The Undertakers spot would have been safe without winning the World Titles?
